On-site Pre-school Rehabilitation Services (OPRS)
What is the OPRS?
The On-site Pre-school Rehabilitation Services is subvented by the Social Welfare Department with the aim to provide outreaching services to participating Kindergartens that the child is currently attending. Social workers, speech therapists, occupational therapists, physiotherapists, clinical/ educational psychologists and special needs teachers are to provide on-site rehabilitation services with early intervention for children with special need.
What is included in the OPRS?
Our multidisciplinary team includes: Speech Therapists, Occupational Therapists, Physiotherapists, Educational Psychologist, Special Needs Teachers and Social Workers. The followings are included under the service of OPRS:
a) For Children:
Based on the needs of the child, we will provide on site/centre based training, which may include:
- Speech therapy
- Occupational therapy
- Physiotherapy
- Teacher/therapist Centered based group/individual training
- Centre based training: during summer holiday.
The frequency, duration and the mode of service provision may vary according to the child’s needs.
b) For Kindergarten Teachers
- Onsite Professional Advice & Consultation for Teacher
- Educational Talks for Teachers
c) For Parents
- Provide information of government funded / self financed services, community resources and primary schools to families in need
- Provides parenting service and counselling for parents
- Organize talks and events for both parents
Who is this for?
OPRS: having gone through a diagnostic assessment and on the waitlist for SWD subvented pre-school rehabilitation services (CRSRehab)
OPRS waitee Services: children on the waiting list for OPRS under CRSRehab-PS
Tier 1 Support Services: Awaiting assessment by CACs; or Having been assessed by CACs to have borderline developmental challenges; or Assessed by our team together with teachers as having special needs with referenced to the“child Observation Checklist” (COC)
When is the program?
Onsite individual and group training/therapy for children within or outside the child’s school hour.

Program Fees & Additional Information
The OPRS is fully subsidized by the government and is free of charge.

Termination or Withdrawal from Services
If any of the following situations occur, the service team will arrange for the child to withdraw from the service:
- The child reaches the age of six (applicable only to OPRS waitlist services); or
- The first September 1st after the child reaches 6 years old (applicable only to OPRS); or
- The child enters primary school or leaves the participating kindergarten or kindergarten-cum-child care centre; or
- The child is assessed by the Child Assessment Centre or the service team to have reached age-appropriate developmental levels or temporarily does not require support services; or
- The child is transferred to or allocated other SWD-subvented pre-school rehabilitation services
Termination Requested by Parents or Caregivers
- If parents or caregivers wish to terminate the service, they must submit a written a written request to the service operator one month in advance, stating the reason. After discussion, the termination date will be discussed and confirmed.
- Under special circumstances -- such as the child being absent from training and unreachable for over 30 days, or unexpected incidents -- the organization will contact the parents to understand the situation and consider service termination.
