Training Subsidy Programmes (TSP)

What is the TSP program?

The Training Subsidy Program is a program subvented by the Social Welfare Department.
It aims to enable children from low-income families in need of rehabilitation services to acquire self-financing services run by Recognized Service Providers (RSPs, e.g.: Watchdog Early Education Centre) to facilitate their learning and development while waiting for subvented preschool rehabilitation services. To further enhance the support for children on the waiting list of Special Child Care Centres (SCCC) [including Residential Special Child Care Centre (RSCCC)] service, these children can receive non-means-tested training subsidy with effect from 1 October 2017.

What is included in the TSP program?

There are 2 levels of subsidy and services (Normal Level and High Level)
Our organization provides High Level subsidy and the following services will be arranged:

  • 6 sessions of individual or group classes/therapy services in six hours per month, with at least 18 hours of therapeutic/training sessions from occupational therapist(s), physiotherapist(s) or speech therapist(s) every six months;
  • 4 sessions (each session 45 minutes) of individual assessment and/or family support services in a year. 

Who is this for?

  • The child must be under the age of six years and is on the waiting list for service graphicsubvented pre-school rehabilitation service under Central Referral System for Rehabilitation Services (CRSRehab).
  • The child is not attending the On-site Pre-school Rehabilitation Services (OPRS) transitional service or the Early Education and Training Centre (EETC) transitional service. 

When is the program?

Individual and group training/therapy services for this program runs from Monday to Friday from 9:00am-5:00pm.
